CHALLENGE
Norwich City Council’s HR team operated a traditional 'manual' model for search and selection, using telephone/email as the primary communication methods with both candidates and Hiring Managers. Whilst this method delivered an acceptable service, it was apparent that the administration and lack of flexibility, combined with complex Hiring Manager communication, was making the operation reactive rather than proactive and the council relied on agencies to help coordinate and manage fundamental activities.
As part of a drive towards automation, the council was eager to introduce technology throughout the HR function in order to deliver process efficiencies. The team worked closely with internal stakeholders and candidates to ensure the project enhanced the recruitment process, delivering benefits to all.
SOLUTION
A branded and mobile responsive site was created so all vacancies could be advertised both internally and externally, with the ability to apply for jobs online. A dedicated 'agency' module exists for Norwich City Council’s agency framework to submit and track applicants.
The engage|ats secure candidate review module, which can be accessed remotely, 24/7, has equipped shortlisting panels with the tools to review applications the moment they are submitted (either collaboratively around the table or independently). Recruiting Managers are able to log vacancies for approval, review applications, shortlist and give feedback through the system.
The in-built, on-demand report generating tool offers the Council’s HR Team real-time reporting capabilities. Gone are the days of manual data entry into diversity spreadsheets

“Since launching the system we have been delighted with the level of service efficiency we are now able to provide. Processes have been streamlined to remove waste and duplication of effort. We have already seen quicker turnaround time in respect of interviews and references which is having a vast improvement in our ‘time to hire’.
